Rules at Job Corps

(c) Non-resident students are generally considered to be “in the performance of their duties” as federal employees if they participate in an authorized activity of the employment body from the time they arrive at a planned activity of the center until they leave the activity. Standard rules apply to coverage for federal employees on their way to and from work. These rules are described in the directives issued by the secretary. (c) The applicant shall be informed of the rules of the Centre and of the consequences of non-compliance with the rules described in the procedures established by the Secretary; c) Job Corps subcontractors are not “agencies” within the meaning of the Freedom of Information Act. As a result, their records are not subject to disclosure under the Freedom of Information Act or 29 CFR Part 70. (c) Centre operators and other service providers are required to provide duly appointed federal auditors and examiners with full cooperation and access to books, documents, papers and records. (WIA para. 159(b)(1).) (2) Serves communities where graduates of the employment body seek employment when they leave the program. (5) requires additional education, vocational training or intensive counselling and related support to successfully participate in regular school work or to obtain and maintain meaningful employment; (a) if a complaint is not resolved by the operator of the centre or service provider within the time limits set out in section 670.990, the person making the complaint may apply to the regional director for a determination of whether there are reasonable grounds to believe that the Act or the regulations governing that part of the Act have been contravened. The application must be submitted to the Regional Director within 60 days of the date on which the centre operator or service provider should have made the decision.

The contractor is the regional director or other official authorized to enter into contracts or agreements on behalf of the Ministry of Labour. (1) An act of violence as defined in the procedures issued by the secretary; (1) have met the requirements of a vocational training program or have obtained a high school diploma or equivalent following his participation in the Job Corps program; and (b) centers located on properties under concurrent federal and state jurisdiction must enter into agreements with federal, state, and local law enforcement agencies to enforce criminal laws. (a) The Secretary shall take appropriate action to address performance issues through a specific performance plan. (d) The provisions of 29 CFR Part 71 apply to a registration system covered by the Privacy Act of 1974 operated by the DOL or to a similar system operated by a contractor such as a selection agency, contract center operator, or recruitment agency on behalf of the Job Corps. (a) The Secretary shall select appropriate facilities to operate contract centres and operational support service providers on a competitive basis in accordance with the Federal Administrative Goods and Services Act of 1949, subject to the provisions of section 303(c) and (d) of this Act. When selecting a company, Job Corps issues RFPs for the operation of all contract centers and for the provision of operational support services under federal procurement regulations (48 CFR Chapter 1) and DOL acquisition regulations (48 CFR Chapter 29). Job Corps develops tenders for the center`s operators in consultation with the governor, the center`s industry council (if established), and the local board for the personnel investment area where the center is located. Job Corps Director means the Chief Executive Officer of the Job Corps or a person authorized to act on behalf of the Job Corps Director. (1) the ability of the vendor to coordinate activities conducted through the Job Corps Center with activities conducted under relevant national and local workforce investment plans; (1) that increases the usefulness, productivity or lifespan of an existing site, facility, building, structure or essential equipment; Capital improvements are any changes, supplements, restorations or other improvements: (a) A quality living and learning environment that supports the entire training program and includes a safe, clean and attractive physical and social environment, seven days a week, 24 hours a day; (3) interfere with satisfactory relations between the centre to which the student is assigned and the surrounding local communities; (b) Job Corps students may be eligible for FECA benefits under 5 U.S.C. 8143 for violations committed in the exercise of their functions.

Operational support services are activities or services necessary to support the operation of the Job Corps, including: (3) conducting in-person interviews with all candidates to determine their needs and suitability; and Centre means an institution and organizational unit, including all parts thereof, that provide Job Corps training and are called a Job Corps Center. (b) Outreach and Admissions Agencies are responsible for completing all Job Corps application forms and determining whether applicants meet the eligibility and selection criteria to participate in the Job Corps pursuant to Articles 670.400 and 670.410. The secretary issues guidelines for a record-keeping system for each student during enrolment and for disposing of these records after segregation. 5) Maintain sufficient cost data to enable effective planning, monitoring and evaluation of program activities and to determine the eligibility of reported costs. (c) The Secretary may decide that decisions on one or more of the eligibility criteria shall be taken by the Regional Director. (4) They are injured or ill because of their own willful misconduct, intent to injure or kill others, or intoxication or use of illegal drugs. (2) representatives of trade unions (if any) and workers; and (b) a structured and ongoing student guidance programme; (1) full-time employment related to their vocational training and paying wages enabling them to be self-sufficient; (2) ensure that expenditures from funds are necessary, adequate, attributable and recoverable in accordance with the principles applicable to costs; Job Corps is a national program that works in partnership with states and communities, local workforce investment councils, youth councils, one-stop centers and partners, and other youth programs, to provide education and training, primarily in residential settings, to low-income youth. Job Corps` goal is to equip young people with the skills they need to find and keep a job, join the armed forces, or enroll in further education or training. Regional solicitor means the head of a regional office of the Ministry of Labour Attorney`s Office or a person authorized to act on behalf of the regional solicitor.
